If the brake release lever is not working by this I mean the lever will not move the release position, this could be a case of the brake mechanism has seized up due to water or that sand and grit has got in the brake jamming it.
Try a spray of WD40 on the bake lever mechanism and work the lever back and forth. Failing that brake will need to be replaced.
Hi Scott, the brake itself could be failing or the other issue could be the controller itself or simply a bad connection (hopefully), so check the connections from the brake to the controller

hi, it means that the brake is giving the incorrect resistance , this can be because of a faulty micro-switch or simply a bad connection to the controller so worth checking ..

first of all take a look at the microswitch connected to the brake, these can fail, check the connections from the axle to the frame they are a great source of problems...
