This is an old machine but used to work [ never great on low cut] but i have it as a spare - real one knackered at the moment but this flymo is hardly cutting at all can i adjust the blade height ?
SOURCE: does not give a short enough cut
Have you always had this problem?
Have you had the blades off to sharpen?
Could the blades have been mistakenly put on upside down ?
The turned up piece goes toward the deck
Check your deck hangers to be sure they are free and not binding anywhere and to be sure they are dropping as far as they can go in the lowest deck setting.
your deck should move up and down evenly as you lower and raise it.
Unless spacers are an option for this cause i wouldnt use them.
Check the tire pressure 14 psi front 10psi rear .
hope some of this helps for you

It is a bend blade. I feel your pain...I had a riding lawnmover that took a good two-hours to take apart and chage blades and 3/4 of an acre with old ornamental garden root balls popping up all the time. That was a long summer...
You may want to get the blade ahead of time so whomever can help you look under the mower can change the blade once they confirm it is bent. Even if they can fix the old one it is a blade you will need sooner or later and they are not very expensive.
SOURCE: uneven blades
you mave have to put some shims or some sort of spacr under the one that is up higher to bring is level with the lower one

Hi..my name is Keith..and most times..when your problem happens..either the deck is bent down from runing into something or stepping on it..or the deck hanger is bent, worn or out of adjustment..or the blade on that side is bent..and i hope this will help..if not..please write back

Try sharpening the blade.Or the blade may be twisted.
