SOURCE: Backlight inverter
A backlight inverter is the power supply to power the lamp or lamps in an LCD display, so when you look through the LCD there is a souce of light behind it. Kind of like holding a peice of paper up to a light and looking through it, The light from behind shines through the paper or in your case the LCD display. You would have to open up the LCD case in order to find what is usually a long thin board, similar to the one below. This may need to be replaced or you may get lucking and just be able to replace the F1 (fuse) component and fix it. (or have a techical friend do it for you)

You need to reset the display. The display is in a safe mode. Resetting the display is a simple procedure and Planar has the instructions on their website in their online customer support section.

I would suspect either the power suuply or inverter circuits, look for bad caps first which is common problem, see example of failed monitors due to bad caps: http://s807.photobucket.com/home/budm/allalbums
If you want replacement lamp, you can look here, it also gives you info on how to measure the lamps dimensions: http://www.lcdparts.net/
