1) LUBE the DECK BELT inmediately, maybe you have a WORN deck replace if is necessary.
2) LUBE the rollers bearings
3) test the motor bearings and repair see the diagram

My Key 8800 treadmill has a high pitched sound when you plug it in. Lights on control board are light but nothing on console. This started after a power surge. I replaced 2 fuses but that didn't help.

My first thought is that the power surge may have damaged something on the circuit board in the control panel or possibly the motor for the belt. As I can't hear the sound I can't offer a lot of help. There are companies out there that can repair treadmills.

It is probably the join on the belt itself as it passes the over the roller. It could be a sign that the belt is breaking.

Ac makes whining noise on a 2004 Pontiac grand prix

Is the whining noise coming from the engine compartment where the compressor is located or is the noise coming from inside the car? If the noise if coming from inside the car it could be your blower. When a blower wears down the bushing is the first thing to wear down and it begins to have play. That makes the blower/fan vibrate making a loud whining noise. Replacing the blower could solve that whining noise.
If the noise if coming from the AC compressor, it also could be a bad bearing within the compressor.

LUBE the deck belt + rollers bearings .However test the rollers bearing main motor.
If the problem persist time to replace the deck belt old board.

The belt is tracking to the right side. I tried to adjust it using the hex key, but that seemed to make it worse. Also, when running, the seems to stop or jar under my feet. The motor makes a whining...

It sounds like you have a bad bearing. If you are not familiar with repairing/replacing bearings on a treadmill, I suggest you contact NordicTrak and have a tech come out and repair it.

Pulley slipping on front roller

Since the drive pulley is slipping on the roller itself, then the front roller will need to be replaced.
