I recommend that you update Windows first before trying to install iTunes again.
If after the update the same error still occurs, create a new admin account on your computer. To do that:
Go to Control Panel> User Accounts>
Select "Create a new account
Type whatever name you want for the account
Make sure that the account type you select is Computer Administrator

when you are downloaded songs onto your ipod from itunes you dont have to pay! no you dont , you can download the free limewire and download songs from there and then you can drag them on to your itunes and it doesnt cost you 1 thing! :)
Unfortunately iTunes doesn't let you transfer anything other than your iTunes store purchases from your iPod.

Here is how to use TouchCopy
Download and Install TouchCopy. Downloads are free and are available for both PC and Mac.
Start up TouchCopy by double-clicking the TouchCopy icon on your desktop
Connect your iPod or iPhone to your computer. TouchCopymay start iTunes - don't worry, TouchCopy has fixed it so that iTuneswill not sync music or video with your iPod while TouchCopy is running.These changes are restored when you quit TouchCopy.
Now select which songs you want to copy into iTunes, if you want toselect all your music, select "Music" from the list on the left andclick on "Copy to iTunes" button in the TouchCopy control bar. In a similar way, you can also use TouchCopy to copy your playlists, videos, podcasts, photos, contacts, calendars and notes.
Whenyou are satisfied that all your iPod content is safely in iTunes, useiTunes to re-sync your iPod which will enable you to add new content toit.
to install games/apps:
Go to itunes store and on the side there is a button that says App Store. Click on this and there will be a whole range of apps. You can choose from games or fitness or heaps more! The are some for free and there are ones that cost money. To get one that costs money you will need a itunes voucher. To download a free or money one click the little button next to the app you want saying "get app". This will then go straight to your itunes library and will sync when u want it to.
to install music:
Create a new playist on itunes and name it iphone. Drag music files from your itunes libary into the iphone folder.
to put these onto your computer:
plug your iphone into your computor with the cord that was given with it. When your iphone shows up in the devices coloum click on it and in the bottom right hand corner there will be a button saying sync. Before clicking on it go to the music tab on your iphones page. Then click what playlist you want to install (in your case the iphone folder). The go back and click the sync button. Wait for your computor to sync all the things you want onto your iphone.
Repeat this everytime you want to download anything. U may not have to do the music thing.
go to intunes preferences then devices (this varys on what version of itunes you are using) and look for an options that say "mannage songs mannualy". You may want to update your ipod aswel. www.itunes.com/download

Your CD Drive may be just a CD/DVD reader Drive may not be able to burn onto CD/DVD,s my dads laptop cant, he gets same error when he trys, so he had to use a different cd/dvd burner on a desktop.
If you have a desktop or laptop and you are 100% sure it can burn to CD/DVD,s then i reccomend you get a program called "ULTRA ISO" it is shareware but allows burning up to 300mb per cd for free before it asks you to pay so as long as you keep cd files below a total of 300mb you,d never have to pay. if its actually ITUNES which is reporting the error then your CD/DVD drive may require its own software before itunes will reconise it as CD/DVD burner drive. windows media player can report this type of error also.
First of all use Firefox instead of internet explorer, its far more better than IE. Secondly when you want to install itunes, put your antivirus and spyware on hold (i.e. turn them off). It it dosent work try reinstalling your OS without formatting your hard disk, this will repair your system if accidently you have deleted some installation file. And keep your system updated.
If you go threw their archives and download a previous version of the installation and install that it may work, there was a problem with the most recent version of iTunes don't remember why
