Panasonic TV CT-32631U 36" standard tvsound is fine, picture started "shrinking" at the top, now half the screen goes black then all the screen goes black. sometimes turning it on and off will fix it, progressively getting worse.

If you are watching widescreen format movie or tv programming on a non-widescreen tv, that is how it will appear. The widescreen is a wider picture so to show it on a less wide screen, it has to shrink down to fit. and leave blank space top and botton.
That is the way HDTV is viewed on many screens as a wide fromat. So you will get top and bottom non-viewable areas. It is the width that gives the full imagery for that format. To have the screen filled you would get a standard 4:3 format like standard TV. HD is a 16:9 format so it is much wider.
In older CRT televisions the horizontal power supply can start to degrade causing the picture to shrink.
Take it to a qualified repair man to have him replace the particular components that are starting to die. This repair will require identifying the particular component and replacing it.
Often times just finding the bad component can take hours of troubleshooting by a skilled technician.
Tho, before you take it in try ruling out one simple issue like bad mains voltage. Try plugging it into a different outlet in a different part of the house.
