I found this site if you can not find plug behind engine/blk wire with black cover boot/ pull off.

Tip the mower up on it's side with the dipstick tube on the down side and collect it in a suitable container. The gas you can do the same. When I drain old fuel, I mix it with a lot of fresh fuel and a bottle of dry gas then run it in my car.

The problem you are having is due to dirt and gunk in the carbeurator. Spray a carbeurator cleaner into the air chamber [remove the air filter] and run it a couple of times then let it sit for two hours while the carbeurator cleaner does its job of dissolving any debris. Then start it up. IF this does it, great, if not repeat the cleaning technique.
If all of this doesn't do it, then the carbeurator will have to be removed and either replaced or rebuilt.

If your mower does not have "OHV", overhead valves. You can use a Champion j19lm spark plug.
If you discover you do have overhead valves; A Champion RC12YC, will work.

Thanks - that confirms the directionI was headed in. Do you or anyone else know where I could get my hands on an owners manual for this mower. It was built for Lowes by Southland Corp. and the model number is the same as in my previous post./ I've checked a bunch of leads on the internet, but so far have come up empty handed.
