You can also plug in your Keyboard/mouse (any usb type keyboard and/or mouse will work with a PlayStation 3). That will allow you to navigate the PS3 XMB Menu, as follows:
1) Prepare the BD Controller.
2) Go to: (Settings) > (Accessory Settings)...
3) Select [Register BD Remote Control].
4) Follow the on-screen instructions to register the BD remote control.
When the registration, or pairing, is complete, your system will assign a controller number to the remote.

Be sure to only press enter and start. I was accidentally pressing the direction ring that surounds the enter key. This was preventing the pairing from working. You must press the enter key with your finger nail.

Unfortunately you can't, you at least need a controller to get to the option in your setting to register a bluetooth device.
