My issue: I misplaced the remote and have a universal remote for my TV (model LG M227WDP).
Solution: Luckily my parents own an LG TV (not the same model as mine). I borrowed their remote and simple pressed EXIT on it and it came out of this 'Service Mode'. I then switched to HDMI as the input and everything works fine now.? You cannot use a universal remote for this unfortunately. Image attached of the official LG remote.

It's any one of these issues in decreasing importance video cable, video card, monitor. Make sure the video cable is plugged into the monitor and computer firmly first. After that, start replacing until you hit the culprit. You should be able to take any one of these items back to the store if it doesn't fix it.
Shut off the tv, unplug it, hold the power button on the tv for 90 seconds. Plug it back in. Hit menu? Do you see a menu? (if not, your tv needs serviced)
I have a strong suspicion that you have burned a capacitor or two on the monitor. You will need to bring this in to have it serviced as it will require the monitor to be opened up and new capacitors replaced/resoldered.
Your monitor problem is causes by the power supply. What is happening is the power supply voltages are not stable, just enough to power the unit up. When you connect it to a video signal the power demands slightly increase and the power supply can't handle it. This is a very common problem with LCD after a few years of use. The issue with the power supply is the capacitors have started to fail. These parts are used to filter the output voltage and when they start to fail the outputs start rippling hence the problem you are having. This could be a loose LCD connector to the motherboard. In this case, you'll have to disassemble your laptop and tighten/clean the LCD connector. Here's the how to:
screen is going bad which is why its flickering and has the lines across the screen. Theres a board behind the lcd and when that doesn't process the voltage properly it can cause the screen to flicker. White lines across the screen means the screen is going bad. At this point unless your monitor is under warranty, go ahead and replace it.
When does it happen?
During Self test? Try this by unplugging the cable that connects to your tower and see if the self test runs. if it does, then your monitor still works. If it doesn't you might need to replace your LCD
During BIOS? If it works then your monitor still works. If it doesn't you might need to replace your LCD
During Windows? then you might need to adjust your display properties or reinstall your video card drivers.
