Boot up the computer while pressing F8. A page with different menus appear. Select safe mode. Computer may respond slowly but have patience. When the names Administrator, Guest and usernames appears select administrator. For password press enter key. Once the window screen appears in safe mode go to --Start---Programmes--accessories--system tools----system restore.
Here u may be able to restore to a date where computer was working fine.
Boot up or restart your Toshiba laptop.
Immediately and repeatedly tap the F2 key on your keyboard until the start screen appears to change your BIOS (user) and supervisor
(HDD user) passwords.
Use the arrow keys on your keyboard to highlight "Set User Password" or "Set HDD User Password" and press "Enter" on your keyboard.
Type the current password in the box that appears.
Type your new password ox.
You will be asked to enter your new password a second time to confirm it.

Could you please elaborate what files you deleted.
To double check press the "Delete" key when system boots up also check if the "NumLock", "CapsLock" indication Led's(Lights) light up when you switch on the PC. If the pc goes in to bios setup when pressing "Delete" key the keyboard interface on the motherboard is fine and your problem is then software related.
