Take battery out if you are unable to restart. wait a few and reinstall and restart. If it comes back on with the same problem you make need to do a factory reset. But only as last resort as you will have a fresh phone with no contacts or history. Hopefully you have a backup.

You may have an overheating problem.

First, remove the back of your phone and remove and reinsert the battery.

If still a problem, return and replace your phone, since the phone is still under warranty and you have not had success with this phone.

The easiest way to solve the issue, regardless of the phone type, is to either reset all settings, or to reset the phone to factory defaults. For the second option, you will definitely need a backup that you can add afterwards to retrieve your contacts, mail and calendar settings etc.
You may also investigate your internet settings and reset those to re-establish the network connection, preferably somewhere near the router to ensure a strong connection for which you need to know the name and password.

Stuck on windows boot up screen

Regarding with your HTC Viva / Elf

Try hard reset with phone in "OFF" state following this instructions if it will do;

1. Press and hold the TALK and END buttons, and at the same time, use the stylus to press the RESET button under the battery cover at the top
of the device.
2. Release the stylus, but continue pressing the TALK and END buttons until you see this message on the screen:
Warning! Your device will be set back to factory default settings. Please ensure any additional installed programs and/or user data have
been backed up before a hard reset is performed.
3. Release the TALK and END buttons, and then press ENTER on your device.
