Right click the launcher and go to properties, click the compatibility mode tab and click windows xp and click ok. then try and run it.

If you are talking about the Windows XP OS itself, it is always contained on a reinstall CD from Dell when the machine was purchased. the computer has a key on the underside of it that entitles you to use windows XP on the machine. You generally can reinstall windows from any source. But because of some wierd licensing that Dell does with M$, the key is actually fingerprinted into the BIOS. So you need to track down a *Dell* OEM Windows install disc. The key you have will likely not work with a standard OEM install disc. Finding a Dell disc can be difficult if you do not run in an IT circle though. I know this probably doesn't fix your problem, but it hopefully can save you some wasted time.
