HP LaserJet P1006 is still supported. It can run In Windows 98 though Windows 10. In my answer, I would recommend downloading the Basic Driver. The basic driver allows you to print, manage and doesn't allow anything else to install with it.

Here is the Solution
1.connect the web cam to the Dell Vostro USB port
2.Install the drivers using HP Web Cam Driver and Application CD.
3.Restart the laptop.
Now web cam is ready for use.
You may be in for some trouble, a failed bios update isn't always an easy fix. if you can find the cmos battery try to remove that for a few seconds. you will also need a disk version of the bios, download that from dell on another computer and copy it to floppy or cd and see if you can boot to that and reinstall the bios.
when you press the power button what happens, does it light up and run the fan? Nothing appears on the screen?
I know this problems in my part it was the hp driver. My Solution is to use an compatible driver. HP Laserjet 5 / or 6 standard windows driver. After that i have not this problems. The secound problem is that this printer have very less memory and big pages in a few times are not able to print.
