If the webcame is built in to your laptop you don't need any special program to make it work just need to run the setup cd that came with tha laptop to install the software for the webcam....

You need to install the software driver of you web cam first, do as instructed and it should work after that. Driver of your webcam is included on purchase in CD media but just in case you dont have the drivers just download it here hd310v just click download, select your operating system and choose installer either of the 2 options provided. hope that helps
normally you need a web cam and a program that uses a web cam. most chat programs like gtalk or skype use them. just sign in attach the web cam and make sure its installed and then allow the program to detect the webcam.
To simply use a web cam, no special software is required other than its driver. It becomes an input device on your computer. Many of the programs already on your computer can make use of the camera -- at least to capture still photos.
However, the ability to do tricks and other special things does require special software. It is probable that you camera came with software to do just what you describe already on its installation CD. You simply have to install it.
Ensure the web cam is secured to your personal computer(PC). Most web cams use a "plug and play" principle. You plug the web cam in; it operates. It might be a good idea to download the latest software for your Camera as it is never up to date when you purchase Webcams. Always get the latest software drivers/programs for new hardware. Before you load up the new driver check for any special instructions that came with the cam as you may need to uninstall the old software first. Sounds like it's corrupted anyway. Good luck
That's your best bet.. Uninstall your original web cam in add/remove programs and try reinstalling it. More likely the 2nd camera slimed the first camera's installation. Uninstalling and reinstalling should freshen up things and fix the settings.

Probably not but if your computer doesn't recognize that new hardware when you plug it in.. ( via USB port or other) then you may need to go to the webcam manufacturers website ( unless you have the installation CD That came with it) to download the drivers /application for that particular brand.. Most manufacturers offer a support or driver download tab on their website for issues like this.. Good Luck
