Took computer apart to get rid of dust inside not it does not turn back on.

Check that the hard drive connectors have not become loose on the board or the drive. Also check you havent lost a little black jumper off the back of the drive.

if the fan sound is very loud, there might be 2 probabilities- 1) you haven't connected it roperly- 2) the fan is losing its life- so its better to replace it as you can get it for lower prices everywhere..!!

Could be the heatsink/fan combo that sits on top of the processor, hasn't been installed correctly. And/or the old thermal paste wasn't removed, and new thermal paste put on. If a thermal pad was used by the computer manufacturer, it can't be reused. These are junk. Plus I hope the wire for the processor fan was plugged back in. It either goes to pins on the motherboard, or to a connector from the power supply.
It could also be, that one or more computer case fans, haven't been plugged back in.
Computer case open, and computer unplugged from the surge protector, observe what looks like a fan in the center. (Not trying to insult your intelligence, just like to give a full detailed answer)

Should you decide to reach inside your computer, I caution you to touch the metal frame of the computer case, first. This will relieve your body of Static electricity.
If you wish, you can see if this little fan is spinning when the computer is turned on. Keep your hands out, plug the computer into the surge protector. Turn the computer on. See if the fan spins. IF not, shut the computer down normally.
If it is spinning, observe the computer case fan/s. See if they are spinning. No? Time to shut the computer down, and see where it/they connect. They may also connect to the motherboard, but most likely they connect to the power supply.
Hopefully the computer is clean inside. If not, this would be a good time to buy a can of compressed air for computers, and blow it out.
