Unlike most of the questions I have seen, the upper arm in mine is getting water, but it doesn't turn. I have taken the arm out and blasted water through it with the garden hose to make sure the openings aren't clogged. I've even taken the entire upper arm assembly outside with the hose and blasted water through it. There is enough pressure that if it did turn I could use it to water half my back yard, but it just won't turn.

Richard, There should be a spin nut just above the spray arm that attaches to the spray arm hose. Unscrew this and it should come off. Catriver...post back.
SOURCE: Upper arm does not spin
Hi,
OK, the arm is jet-propelled, so it will spin if it is free to rotate and has water squirting down into it. If it >is< free to rotate, then either the water isn't squirting, or it is missing the target. On my machine - different brand - the guide cone came loose when I dismantled the upper bar assembly and it hadn't gone back correctly aligned, so the water missed the hole.
I'd check that first. D.
SOURCE: Frigidaire Dishwasher - Spray Arm Not Working
When a dishwasher has been checked for obstructions in the sump area and the spray arms can spin easily (by hand) plus the spray arm holes are not blocked, you end up with either a broken impeller or a failing wash pump motor.
If you would like more details of have more questions, please post comment back here, OK?
Good Luck!

you most likely have gunk inside the arm or holes not allowing the water to spray out and turn the arm. Otherwise, the arm bearing may be stuck and will need a gentle push to loosen up.
SOURCE: Upper spray arm fell off, can not repair nor find part
I had the same problem, but was able to find the replacement part at http://www.partselect.com/shipping.aspx. My old arm also has the number 1544681 on it. If needed use model number PLD2855RFC1 to locate the same part. Good luck!
Hi
Please check if something is blocked near the top spray arm, also make sure that all holes are open. Use a sharp metal pin to clean the holes on the top spray arm. Make sure the water pressure is not low.
under the screen and you'll need a Torx screwdriver to get to it after you remove the spray arm and screen. Check to see that the path it travels is clear. I have seen these get blocked up by stuff.
Now check if the top arm spins freely and check the bearings for the arm, if they are producing extra friction while the spray arm spins. Hope this helps... Please post back if you need more assistance.
