Only 3 of 6 jets in jacuzzi tub working

I ran all 4 jets to clean, then drained the tub, filled with cold water, pushed the power button and I could hear the motor but jets would not work. I waited a couple of hours, and still nothing. Tried next day and still nothing. Filling with cold water was to rinse the cleaning solution. It has worked in the past but now is not. Thanks! #3 of the 6 jets do not blow air, and furthermore, the air intake on that side actually drips water out. Can this be due to uneven pressure from one side to the other?
