Dryer heats up and appears to be working normal after pressing start switch. When the cycle ends the timer will continue to make a ticking noise and the heating element continues to activate even though everything else (blower, tumbler, etc) is off. The heating element was just replaced by previous owner. The high limit thermostat appears to have been replaced but the thermal cut off fuse (part 1 in the diagram here: http://www.searspartsdirect.com/partsdirect/part-model/Kenmore-Parts/Dryer-Parts/Model-11096585210/0582/0151200/10040570/00003?blt=06&prst=0&shdMod=11096585210) appears to be old. I tested it for continuity and got screwy readings depending on how I held the probes to the prongs. Sometimes it was zero other times infinity other times somewhere between. Never repaired a dryer before so am not sure what else to check or if the cut off fuse could be causing the problem.
One thing to check is if the heater is shorted to frame.Remove the wires and do the checking. If that is fine then the only way the heat can come on at all is IF the motor is running. So check between terminals one and 2 for continuity with the motor NOT running. If you get a reading then your motors cent switch is stuck. You can sometimes oil the springloaded sliding switch but most times the springs have broke on it.

Could you tell me where terminals 1 and 2 are? I checked for the short and that is not the problem.
I took a look at the motor. The centrifugal switch appears to be closed and the springs look like they are in good condition. I found two terminals marked 1 and 2 on the motor and I assume this is what you were referring to. There is no continuity reading there on rx1.
I discovered the problem: The wires from terminal 1 and 2 were completely severed and burned with melted plastic a little bit up from the motor. Perhaps it was a bad repair from the past owner. Thanks for you help!

It was suggested that the heating element should not turn on if the motor is not running. This was happening though. The centrifugal switch was in good condition and there was no continuity between terminals 1 and 2. On further inspection I found that the wires leading from terminals 1 and 2 on the motor had burned and melted a few inches after leaving the motor. I am not sure what caused this.
