Question about Javelin Systems Inc (81160083W98) PC Desktop
The #3 bell lock is located next to the #2 lock it allows the bell ring or remain silent during use. This key locks the key arms so they cannot be pressed down. #3 key is zig- zag shaped You need the keys to program the unit!! If you need any help (more Info please)

Yes, it sounds like you do not have a key that allows programming. See a dealer for a manger style key.
