When the power light is flashing the monitor is not getting a stable signal. This is hard to answer without direct troubleshooting. Check the cables first, make sure they are connected securely. If you still have problems test another monitor you know works or move monitor to a computer you know works, this will determine if the monitor is the problem or not and tell you if it is your "graphics port or adapter". If another monitor works fine, use the working cables to test the "broken" monitor. If you have an "all-in-one" computer, ignore the above steps and use a start-up repair disk. The reason this is hard to troubleshoot is there are so many things to diagnose. More than likely your "graphics card" is failing. These are some tricks to repair. You can update the driver, buy a graphic card separate from the stock port.
It could be a bad cable, a bad connector on the screen itself, a major problem with the screen and something as simple as the driver or settings on your graphics card. If you are trying to use the screen as a secondary screen you need to enable it on the Operative System. Try different cables and different cables for the other connector types available on your screen and graphics card. Try another screen with your current setup too, and if possible try your screen with other PC. These tests will show you what kind of problem you are experiencing and will provide you the solution too.
Make sure you don't have two video cards on your machine and have plugged into the wrong one. Failing that, open the case and make sure the card is plugged firmly in its slot (do this with the power off).
if the green light is always on that means there is no prob concerning the power and the monitor itself. the problem seems to be coming from your graphic card..
try with another graphic card..
OR
you might not configure the screen resolution to the appropriate level..
