All lines are clear and the tank is clean. carburetor is BRAND NEW FROM BRIGGS. fuel filter is new and just runs empty and the engine starves until it dies, even with fuel cap OFF.

your fuel pump is diaghram actuated by pulses from crankcase pressure, if you look there is a small tube that runs from pump to valve cover, pull fuel line off carb and have some one crank it over to see if it's pumping. could be pump or blockage between tank and pump, if fuel flow seems good to carb, i would pull bowl off and check for dirt and also make sure anti run on valve, the thinghy that holds the bowl on to carb is opening properly, it should open and close when you turn key from off to run, beyond that it could be you have some water in your gas.

Believe it or not, I had this same thing happening on our L120 John Deere. Turned out to be a plugged gas cap vent! At first I couldn't believe it but i resolved it with my air compressor. Now I always make sure the vent is clean and have had no problems since.

Yes its pretty easy you can do it.Are you sure the carb is bad most of them just need a good cleaning .I would disassemble be careful there are some little parts in there and if you are careful and pay attention as you disassemble it you can just clean it .Go to auto parts store get a can of spray carb cleaner .remove bowl be careful the is a float in there a little square or round bellows .Slide the pin out and then the fuel loat pin underneate the float now take out any adjustment screws you can find and spray cleaner in every hole you can find several times and reassemble if idle or fuel mixture screws were removed a standard setting of 1 1/2 turns out from seated position is the norm and some adjustment may be needed once running either in or out till runs smooth.

A more likely cause is a clogged jet in the carb.
Remove disassemble and clean Carb, the High speed idle jet is clogged.
If you had a fuel pump problem it would not run even in the Choke mode.
This tends to happen when an engine sets for long periods of time with out a fuel inhibitor id is even more likely to happen if you use fuel with ethanol.

Had the same problem with an almost new Craftsman w/ Intek 20.0 HP. Check all the "usual suspects" and had to have a tech come out. He had me start it. It ran for a few minutes and stopped (per usual). He immediately went to the Anti-Backfire solenoid. It is an electrically operated "plunger-style" fuel line blocker. They are famous for going bad. The part is about $65 and its sole purpose is to starve the engine of its fuel supply at shutdown so it won't backfire. If it is disabled, the user must throttle the engine down for 10 seconds or so before turning the key off in order to avoid backfires. Gee... let's see, 10 seconds of my time each time I use the mower vs $65 part ... No contest! Remove the solenoid, take a pair of electrician side cutters and snip off the tip of the plunger and reinstall it. Problem solved ! ! !
