It depends on what your charger is putting out, if you have a charger that puts out 1amp and a 6volt 4.5 amphour battery then it will take appox 4.5 hours, check the output on the sticker of the charger and make sure that it lists 6-7.2 volts, then if you can check the charger with a multimeter and make sure that its showing 6-7.2 volts
You should be able to find one here scroll down some and there is a 6v charger http://www.impactbattery.com/catalogsearch/result/?q=bob+the+builder+scrambler+charger
I am not sure which set you have but you can go to http://www.peeron.com/ and look through their list of sets. Many of them have scanned in instruction booklets.
Yes, you can charge the battery without removing the seat but you must be able to get to the large cable connection on you starter. Connect the positive lead to this large connection and the negative lead to the engine at any convenient location.
The best thing to do is purchase one of the "Smart Chargers". They come with a "pigtail" that has a quick plug on it. Remove the seat and install the pigtail on your battery then reinstall the seat with the pigtail hanging out in a very inconspicious place. When you finish a ride, simply plug the pigtail to the charger. You'll always have a "hot" battery and your battery life will be greatly extended.
remove the seat batt is hiding right there, make a short lead with a plug female on the end that will hook to your batt, make another lead with coresponding plug male (male female)to hook to charger and you will never have a dead battery agin when done riding plug up the trickle charger PS make the lead under the seat long enough that it will hang out so you dont have to remove seat everytime
