Does it die when you attempt to engage the cutting deck? If so the you might have a clogged fuel filter, bad gas, dirty air filter, bad spark plug.
Or the mower engage switch may be faulty. They are located in different places on different mowers. But should be attached somewhere along the main pivot of the engage lever. Let me know if you need more assistance. Good Luck!!

Probably not.

I would expect to find two belts on a riding mower; one to drive the riding lawn mower (lets call this the DRIVER) and one to drive the actual mower part (lets call this the MOWER).

To answer your question one way, if the driver belt is off, it will still cut grass, but you cant move the mower. If the mower belt is off, it will move but not cut the grass.

If your belt is broken, take it to an automotive parts store or garden equipment place for replacement. You might also support a FixYa.com advertiser.

Most likely it is the governor spring but you could have a stiff throttle shaft or a needle that is not closing properly allowing the carb to flow too much fuel into the engine.

It sounds to me that you need a new mower deck drive belt, or your blades need sharpening. If the blade edges are rounded, they won't cut butter... Also, when mower is off, check mower deck drive pulleys to make sure you don't have any that are locked up or are dragging. You can check this by pulling the belt away from pulley and spinning the pulley by hand. MOWER MUST BE OFF before attempting any of these checks. You would be surprised how many people would try this with the mower running.
