It could, as it works not unlike a ratchet when under too much load. To get an idea, look at this pic: http://img.jpcycles.com/product/601-363_A.jpg The "Vee" shaped "teeth" are design to "jump" over each other under excessive load, controlled by spring pressure. If the spring or "Vee teeth" are excessively worn, you could hear the "ratcheting" sound.
Remove the 4 to 6 screws holding the engine to bottom gear box and lift eng off. clutch is right there. It could be the teeth on the lower branze gear are stripped. lay machine on its side and with tines off remove gear box cover.
Is the engine running good or misfiring with no load ? Dieing under a load maybe a sparkplug or bad fuel you possibly have water in the fuel ... as far as your tines not turning fast enough this sounds like drive belt related
Under the agitator there is a rachet mechanism that works the agitator. If it is stripped, it will skip until the next good tooth.. when it fails entirely the agitater will stop going back and forth. Its nylon and age along with overloading hastens its dearg.. If you can get the parts you can replace it yourself without difficulty. There is a single bolt in the center of the agitator top . Remove and loft agiyator straight up.
