I had the same thing happen on a brand new Kenmore Elite ceramic top stove; I call the service tech as it was still on warranty, and I was told "All is working just as it should!" Appearantly, due to goverment energy efficiency regulations, the middle ring on these "power elements" designed for 3 sizes runs at a lower wattage so they can keep their "power smart" ratings. Nice of them to tell us this in the manual. I was also told to buy new pots and pans; the ones that transfer heat evenly through the bottom (to compensate for the element that does not provide even heating)! Some people just get paid big $$ sitting around all day thinking this stuff up! I want my coil stove back!
Inner element burned out. Either burner needs replacing or control switch is bad. Take out burner and see if coil has a break in it. IF not, then switch is bad.
