Are you on a well? I so, you may have dirt build-up on the inlet screens inside the inlet valve body. Take the hoses off the back and check for dirt in those screens. If not, you may have an inlet valve (solenoid) issue; the valve may not be opening all the way, constricting the water flow.Are you on a well? replace the guts first,with universal ones,5 bucks at walmart,what happens is calcium builds up inside them and slowly closes the fill hole,just like your shower head,its easy to install the new "guts", Fluidmaster Universal Fill Valve 400ARP25 The Home Depot
Valve fully open on inlet going into toilet if it is then fill valve needs to be replaced check water line for any abstructions that might interfere with water going into tank.

Slowly fill the water tank with water. The stink bug should rise to the surface. Continue filling slowly and the flow of the water out of the fill hole should force the stink bug out! Remember as you're filling you must use something that will NOT block the fill hole or the water cannot drain and your "little friend" won't be able to be flushed out by the flow of the water.

It sound like you have debris caught in the fill valve. Remove the top where the washer is and put your hand over it and slowly turn the water on to flush the fill valve. Replace the washer with a new one and then replace the top.
If you have the old ball and **** style, replaceing the diaphram is harder so I would recommend replacing it with a fluidmaster fill valve. Hope this helps.
