i agree in some expert says, the things that come up to my mind of your problem is probably that is a virus. if you have an anti virus then update it or upgrade to latest version.
upgraded free anti-virus can help or fix viruses now a days.
after update and upgrade then scan your PC, and then re install your drivers.

The most frustrating part is I have had several Toshiba customers call
me about having this issue on brand new laptops. The good news is it is
a simple fix that anyone can do.
First lets confirm your issue. Right click on “Computer” or “My
Computer” in XP. Select Manage and then on the right side select device
manager. On the left if you see a yellow exclamation mark next to your
drive and were getting any of the above error codes then we have a
simple fix.
Go ahead and right click on the CD or DVD drive that has a yellow exclamation mark next to it and select delete or remove.
For Vista click the windows “start” button on the bottom left and in
the search box type regedit . You will be asked to confirm your admin
account. Just hit next or continue.
Now browse to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
It’s just like browsing through folders so don’t worry about it. if
you get lost just start over. BE SURE you follow the path 100% There
are many similar files and folders so double check they all match up.
Now that you are at the {4D36E965-E325-11CE-BFC1-08002BE10318} Folder on the right side you will see several entries. right Click and delete the Upperfilters and Lowerfilters. These will be remade once you reboot.
Go to the Device Manager > Right Click on the Toshiba DVD then select properties. Go to Driver tab and click on Roll-back driver.
Also, when you tried to update the driver of your DVD, use the option to "Install it Automatically (Recommended)" so that the computer will look for the drivers that is saved on your OS.
Reinstall the OS using the restore cd/dvd that you have then check

Please check that your bios detect your dvd if not then change dvd jumper sitting if yes then try to restore you system.

in the search box type in “regedit” less the quotes;
expand the HKLM and go to the registry key as above listed;
locate in the right panel “UpperFilter” and “LowerFilter”;
click on each “filter” key and hit delete;
click yes when asked to confirm if you wish to delete the key.
Restart Windows.

Make sure the jumper setting is on master
1st try to restore your computer tp a earlier date and then try it and it that don't work then go inside and disconnect the dvd drive and reboot then shut off and reconnect the dvd drive and turn back on and it should pick it back up.

There is no driver for DVDs, this is problably a virus, do a system restore to a recent date.
Toshiba DVDW/HD TS-L802A ATA does not require any driver, and you are the second person today with same problem. This let me think that the problem can be a virus.
Try first following instructions here.
If that does not work do a system restore to a date before having the problem.
You need to change some of the entries on the registry system, if you do not trust doing it yourself call a local technician.

If you cannot do it yourself call a tech, but that is what must be done first.

Check out the BIOS settings,, find out your DVD drive by going to BIOS (as like you search for a new HDD)

Personal note:
Microsoft generally uses a standard driver for all hard drives, so if the procedure doesn't solve the problem, try running chkdsk on the drive.
Open my computer, right click on the drive and select properties. Go to the tools tab and click check now under error checking. Choose both options. When you restart, chkdsk will run and try to correct errors on the drive.

This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.
Upper Filters
Lower Filters
Upper Filters.bak
Lower Filters.bak
If any of the above keys shown in step 4 are listed, right-click on them and choose Delete
After deleting the keys, close the registry editor
Reboot your computer
Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone.

restore system did not work and I don't know how to take my laptop apart to disconnect the dvd drive. Anyways, if that would work, wouldn't the NEW external dvd drive that i bought and tried to plug in via USB be seen? It isn't seen either by the computer, even though anything else i plug in via USB (camera, video camera, printer) ARE seen.

error message says it can see it but can't load it
it looks like i can't restore to an acceptable date because it will only let me restore to about 5 days ago and my problem has existed for about 10 days.
Go to the Device Manager > Right Click on the Toshiba DVD then select properties. Go to Driver tab and click on Roll-back driver.
When i do the above, the roll-back driver option is greyed out and will not let me click on it. When I click update driver, it says that i already have the latest driver
