I have an older model that would not spin. We did not have a digital display, so can't help there, but it turned out the bushes on the motor were worn out and needed replacing. Hope this helps.

I`d suggest removing the back panel and inspecting if the belt has perhaps come off.
**Unplug the unit from the wall first**
If so, put the belt around the motor pulley and start it around the drum/drive pulley. As you hold it in place spin the large pulley and it should go back on, careful not to pinch your fingers...ouch :(

In reading your post I'm not sure I know how to approach giving a solution. Would it be possible for you to expand your post and perhaps provide more details ? Does the unit have 120vac going to it ? ( is there any lights in the display ) Does it fill with water ? ( with either hot or cold ) Do you hear the door lock ? ( you should hear a "click" when the lock engages ) Has there been any error code displayed at anytime recently ? As you can see just by saying the "washer will not wash or spin" leaves more questions rather than possible starting places to help move you toward a solution. I will watch for you to reply.

HI, this is a common issue that is easily fixed by, replacing the control unit. this control manages the motor functions during operations. if this unit is not spinning correctly, replace the Control unit. aka(motor control unit).
In you washer, they call the motor control board a (Control Unit). replace this asap if possible. this will fix your washer.
ADDITIONAL CHECKS--(Make sure that this unit is also draining water properly as well. this will cuase wet spin outs as well).
If you have had the washer for awhile you should clean the sediment filters, where the hose goes into the back of the machine and where the fascet and hose connect. The cold water side usually collect more sediment. The filter screens are delicate so be careful pulling them out.
I have the same problem, but the washer states E04 on the screen.
