test the monitor first on known good PC that is 1st 1st.
does the Monitor (its button) OSD screens work,, if not monitor is toasted (good power in) if monitor is 2001 relic, some have hidden inside, power saver clock (turn it off , using OSD screens)

But BIOS screens are the 1st GOAL always,,,, your not there yet.
1: test the monitor first, on other PCs when sure its good move it to
the Presario SR1810NX (and a good known monitor)
2: turn the Presario SR1810NX , on, then see if all fans run
that means SKINS off, omg, the fans are packed in lint , omg2, the CPU fins on its heat sink are packed, bad. (a yearly event)
A CPU can overheat fast, if not able to stay cool.....
CPUs go slower or even halt if the they see massive heat rise.
(built in self preservation mode)
all fans must run and flow air, as the designer wanted. for sure.
then make sure the fan in the PSU runs, if yes, good. if not you lost 12vdc to the fan, bad PSU.
PC sounds to be working, yes?? what do you hear now? a key fact?

push the CD/DVD eject button if it can not eject the PSU is dead.

the pc you are using probably has onboard video and not a seperate dedicated AGP graphics card, which needs atleast 64MB of memory and T & L support, so check the card before you buy, if you already have an AGP card fitted it may not support T & L

Want you to know I wasn't trying to be a smart aleck with my statement.
I was trying to find out if the motherboard was removed from a computer, and the state of the motherboard was not known.
When a problem is stated on here, you never know the expertise of the person you're dealing with, most of the time.

About Anti-Static Guidelines;

It IS a Pentium 4, that uses a Socket 478 processor socket.
I know this, because a Pentium 4 that operates at 2.4GHz, only uses a Socket 478.

How much does the motherboard use, is the question about asking how much Onboard, (Integrated), graphics uses for power.
Around 50 Watts.
Add Ram Memory, about 80 Watts.
Total without harddrive about 140 Watts.
Ram Memory installed, and Processor. You should get the BIOS POST screen. You may have to restart the computer up to 4 times.
If you are using a harddrive from another computer, this won't work.
The Windows operating system, has already logged the hardware from the computer it was previously installed in.
The DDR Sdram ram memory at 333MHz, has to be,
1) Non-ECC
2) Unbuffered
3) 2.5 Volt
4) Cas Latency of 2.5, or 3. (CL 2.5, or CL3. Ram Timings)
Maximum Amount for EACH ram slot is 1GB
Maximum TOTAL Amount is 2GB for the computer.
Always install the largest ram amount in Slot 1.

The Processor 'Sees' Slot 1 first.
You are absolutely sure those power supply's are good?
Do you have any bad Electrolytic Capacitors on the motherboard?
Especially the one's that surround the Processor?
Capacitors that are close to the Processor are Voltage Regulators for the Processor.
The Processor must have a Clean, Steady, supply of Voltage.
A Processor has a VERY narrow tolerance range.
