Black smoke is excess carbon, blue smoke is oil burning, white smoke is water/steam. Is your coolant level ok?

SOURCE: 2000 TDI - Lots of white smoke at cold start.

Sounds like your injection pump timing is off, an injector is leaking or a bad seal on your IP.
VW dealers have a horrible reputation when it comes to TDI's. Check out the posts over at www.tdiclub.com Those guys are very knowledgeable - and the first thing they'll tell you is don't take it to a dealer.
You can probably find someone in your area that has a copy of Vag-Com (scantool software that vw uses) software that could look at your timing. It definitely sounds like your dealer was throwing parts at your car because they didn't know what your problem is. If I were you, I'd copy and paste your post from here over at www.tdiclub.com

My 94 ram 3500 cummins diesel is blowing alotttt of white smoke and i changed the fuel filter and did a compression test to see if it was the head gasket. it wasnt either. what eles could it be?

You would think that covers it.. But,,... When you smell the exhaust, if it's coolant, you should be able to tell. It will have a sweetness to it.
It's possible it's from the exhaust system, but that would mean you recently drove through some high water(?) or you've done a large number of short trips leading to build up of condensation in exhaust. Or someone has deliberatly pushed water up the tail pipe.(?)

Any of that make any sense?

06' dodge 3500 5.9 cummins will not start unless you spray it with starter fluid and when it starts it has some black smoke and some white smoke try to accellarate and it will stay high.

not sure if it has anything to do with it but my ford diesel did the same thing and it was because my oil was low. the oil pressure ran my injectors. dont know if dodge is the same way. also my air filter needed replced. Good luck!!

Water in fuel, ran fresh deisel and conditioner through system, still getting white/grey exaust smoke. Please help.(cummins 3500dodge 6 cylinder)

possible cracked head thou rare. Isolate the return line and pressureise coolant up to the cap rateing and look at any discharge from the return line. You have a unique issue... is the filler neck completely sealed. Do you have any enemies with access to your vehicle? Just kidding... good luck...
