It is not uncommon for the room temperature and the set temp. on the thermostat to be several degrees apart. The room temperature should go down when you set the temperature on the thermostat down to a lower number.Hope this helps you and thanks.

The most likely cause is a bad capacitor....The cap. gives the motor a kick to get it started and if it is going bad it will have trouble getting going... Here is a tip about trouble shooting your air conditioner...
Sorry but you are just going to have to keep emptying it.These types or air conditioners are also use as de-humidifiers and unless you can place it somewhere where you can connect a drain hose it is going to require many trips to dump the holding tank of the condensation.
