I have a hotpoint oven that is about 14 years (1998)old and it suddenly started turning on spontaniously, even though the knob is set to the off position. It has electronic ignition and uses propane as a fuel. I am currently between jobs, so money is an issue and I woul prefer to fix it myself. The range burners are working fine as are their ignitors. I have turned off the breaker that operates it and am using matches to run the burners. It is not leaking gas or anything but if it has power it it will light and start heating on its own.

Sounds like the oven ignitor is weak. If everything else is working it must be a bad ignitor. These are usually easy to replace and can expect to pay $70-$100 for the part. Check to see if it glows when in bake mode first. If it does then replace the ignitor. You can look at the ignitor, when not on, if it is white-ish then it needs replace or if it doesn't have a full glow, can compare to broil ignitor, then it needs replaced. From what you've described and what I understand; the only part that requlates the gas flow "low or intermitten gas flow/pressure" is the "gas pressure regulator" located where the incoming gas flex-line connects directly.
The pressure regulator is about 3" x 3" metal square blockish' type device and can be replaced fairly easy. However, if and when replacing the pressure regulator, ensure you are using the proper gas - yellow teflyon tape of pipe dope paste to thread in the new part.
What is the model number of the range? (free standing - gas pilot only)
