Check your charger with a multimeter and make sure that its putting out enough volts, also inspect the batteries for swelling, if they are swollen chances are they might be bad

Those batteries may be 8 years old and is probably time for replacement. Batteries should be charged regularly or they will die and not recharge if left. Go to a battery store and get them checked out.
If the chafing light acts normal, and you still can't use it for a short time after charging, You should go back to the store. A battery should last at least one year. But if the razor was in the store for one or more years, without any charge, the battery can be bad already.
