if its your google account that's blocked go to google account sign in then click on forgot email id or forgot password they are located below the main signing in boxes .

If you forgot your password, then you need to click on "I can't access my account" that is right below the "Sign In" button.

Then select "I forgot my password" > hit Next. Follow the instructions that you should be able to either get the password or access your account.
