LG VX9400 keeps saying service required and it will randomly turn off and when i try to turn it back on, it shows the verizon logo for a second and shuts off.

It means you need to take your phone in to get it serviced, i.e. repaired. You can get it fixed by taking it in for service

Try to use the MEID info in the #help*help screen to try to activate the phone.
If you still cannot, you need to fix MEID and ESN file on your phone.
