The problem is the DM isnt completeing the boot sequence due to the failed caps. You can get the V21/V19 DM repair kit at the following link which contains the replacement capacitors and a CD with step by step instructions with pictures on how to do the repair. Heres the link.

I don't know about nettiser's credentials, but I've found plenty of people who would disagree with his/her assessment.

The flashing green timer light after a lightning storm seems to be a very common problem with old Mistubishi rear projection TV's. A friend and I had the exact same problem.

Using this and other sites, I spent $36 bucks and a little time with a soldering iron to replace the capacitors on the DM board and got mine up and running (WS55859). I've never really worked on electronic circuit boards before, but the helpful advice at these sites got me up and running. Definitely check it out before you hire someone or replace your TV:

for the WS55859 model, which may be a little different.

The timer light keeps flashing and there is no picture after there was a lightning surge

Sorry to inform you but this is total disaster. The power supply and possibly the display boards have been compromised. TV;s and other sensitive equipment neeed a power surge protector boad. The cost to fix this is around 500-600 dollard. However if you have household insurance a claim can be made if you are covered for FUSION. Parts but not labor will be paid by your insurance company. Buy a surge protector board, $25 for the future protection of expensive electronics

Green light flashing what does that mean?

The steady blinking green timer led is usually caused by failed capacitors on the DM and Power board which prevent the set from completeing the Boot sequence
