This problem, where the unit continually switches on and off when the handgun is closed, is quite common. Unfortunately it has at least six different possible causes, only two of which are easily checked. 
The first thing you can do is look for leaks.  Even the slightest leak will cause this pulsing because the unit gets up to pressure, switches off, loses pressure, switches back on again, comes back up to pressure, switches off... and so on.  This repeated switching is not good for the motor and should not be allowed to continue for longer than necessary to observe what's happening.
So... 1. Does the handgun shut off completely, or does it drip? If it drips, it may simply be because a seal has failed. The handgun can be dismantled, checked, and any defective parts replaced; be sure to lubricate O-rings with silicone grease when reassembling. As a last resort, the whole gun may need to be replaced.
2. Are there any visible leaks at the high-pressure hose screw connections?  If so, most likely an O-ring needs replacing - again lubricate the new one well with silicone grease.
3. If there are no visible leaks, either from the gun or from the connections, all other possible causes are internal within the cylinder head or control head of the pump. New parts will be needed and this normally calls for a professional repair, although it's not beyond the scope of a truly competent amateur.

After a long none use, I tried to wash my driveway and powered on the washer,it did, but when i tried to engage the power washer by pressing the wand lever, it did not engage. What can I do to get the power washer working?

It sounds like the (RMW 2.2 G24) pump has gone out. Mine had this problem after about 6 hours of use. I was able to order a new pump for around $160.00, and then installed it myself. Go figure it was just out of warranty. I think my next pressure washer will be one with a professional pump as I was told the one on my husky is only rated for about 40 hours of use.

thats normal, it is reducing the built up pressure that is not needed until the trigger is pulled.

Husky 1650 PSI power washer hose got brittle and broke.

If the $$ that you Husky Dealer is asking is to tall, try a garage that make brake hoses. Take the hose with you and many times they can remove your nozzle and install it on a new piece of hose. MAKE SURE that they understand that this hose is for a pressure washer...DO NOT use just any hose...it MUST be a high pressure rated hose.

Need to lower 1750 psi to 300 psi on my portable power washer.

Don't starve the inlet to the pump. It will detroy it.
Buy a pressure regulating valve and plumb it in line per the instructions. Do not use a relief valve because you will have to have a return line or you will heat the water up on the inlet side of the pump depending on how the pressure washer is set up. It should already have a safety relief valve. You might look and also find a pressure regulator that is adjustable and all you problems will be solved.
