If the camera has recently been dropped you may have lens damage that
is preventing it from powering up. If it hasn't been dropped your
problem
may be due to weak/worn out batteries or corrosion on the battery
contacts inside the camera which can
prevent the full power of the batteries from flowing into the camera.
Try this free fix before you do anything else: remove the batteries and
wipe the camera contacts firmly with
a dry cloth (heavy corrosion may require cleaning with a wire brush,
steel wool, or sandpaper). Remove any residue that may have fallen into
the battery compartment during cleaning, then wipe both ends of
the batteries and place them back in the camera and give them a full
charge (assuming that you are using rechargeable batteries). This
cleaning clears
the problem about 90% of the time. If it doesn't work for you, it may be time for new batteries, or the
camera may have
a problem that requires professional repair.
Try reseting all menus to default, then try again to test. Make sure the lens is clean. Do the menus appear clear? Has the camera ever been dropped or had any other damage? This could get the lens out of focus, and would need repair. Does blurring happen when zooming or when taking a picture of any kind?
A stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, especially when taken outdoors (for shutter stuck open).
To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so, please see the following for further info and a simple fix that may help:

you must have dropped your camera where it caused damage in internal
part. when cameras are dropped wires and screws inside loosen which
will cause trouble. Have it checked by a pro. you might destroy it more
if you try to fix it yourself. Thanks.
try zooming in on a object and see it it get clearer. the problem is your zoom lens motor is stuck or malfunctioning. This is a very common problem with digital cameras. sometimes you can take compressed air and blow around the lens and clear the blockage or lightly tap the camera lens down with it off to free up the focus gear. if it does now work it then needs tobe serviced or repaired. I had the same model last week for the same problem. That lens had tobe replaced. but try that first and see if it helps.
The following blog outlines some repair options for a lens error. They won't work for all cases, but they're worth a try if the camera's no longer under warranty:
Hello Gruntny,
in order to repair this Camera you will have to replace the OPTICS UNIT (ED13A). Please contact your nearest Sony Service.

What you describe is the symptom of a stuck shutter. The shutter is inside the lens and must close in order for the image sensor to properly record the image. Yours is stuck open, and that is why you see the lines across your images.
When a stuck shutter results from an impact it usually requires full disassembly and manual re-setting of the delicate shutter blades. This problem would require professional repair.
Unfortunately damage from an impact is not covered by your factory warranty. You can find good repair services on the internet who can service your camera.
