Rascal turnabout key picture has flashing red light ...scooter wont move

I just bought this scooter chair (used) and 2 new batteries. i push the "i/o" button which i assume is for on. there is a picture of a key and inside it when i turn the scooter on a red light flashes. the scooter will do nothing except flash this light. is there a troubleshooting guide, or a typical set of problems for these scooters to look for?

Look at the rear of the scooter, make sure the Free Wheel lever is engaged

Plamont unfortunately that flash code usually means a controller error. The controller is the brains of your scooter. Take the seat off and remove the rear shroud that covers the batteries and motor/gearbox assembly. Check all the wiring connectors for damage or loose connections. After checking the connectors turn the scooter on and see if you still get 8 flashes.

Helpful Information when posting problems ith power chairs, scooters or lift...

If you are having problems with a power chair, mobility scooter or lift chair Give as much information as you can. Did Medicare pay for the mobility product? How old is the product? How old are the batteries? When you are getting flashing lights on the battery level indicator or light on scooter console. Count the number of flashes ie: 4 flashes pause 4 flashes pause etc. If the lights are scrolling are they moving right to left or left to right? As much info as you can give will help in telling what problem you are having and easier to help if possible.

In problems with lift chairs does to chair go up but not down? Will the chair move up or down at all? Do you have a red light visible on your transformer that is plugged into the wall socket?

This device either is hydraulically operated or operates use a motor and jacking screw, which is much more common. Take the seat off the jacking post. Put a piece of wood on the top where the seat was mounted. It should make the same kind of motor noise going down as it makes going up. If it never made noise going down it probably because its a hydraulic system so the down button activates a valve opening a hydraulic line allowing fluid to flow out of the chamber holding the piston up that your chair is mounted on. If it did make the same kind of noise going down, its a screw jack type mechanism. In either case hit the top of the wood once with moderate force. I like using a 5 pound hammer. I call it my master calibration tool. Make sure you strike the top of the wood piece straight down in order to avoid bending things. Try operating it now sometimes things get stuck when moved to their limit. So push the reverse button, then tap the piston down. You can check to see it the motor is getting voltage you will need a 24v circuit tester

The green light on your charger indicates a full charge but you know thats not right since you didn't charge the batteries when they were in storage they have dropped so low the charger cannot detect them and provide a charge. The batteries will need to be replaced with new ones. Charge before use and charge for at least 20 days to get them operating at 100% now you will have to use it for those 20 days to get the batteries used to charging charge every night when you go to bed and unplug when you get up in the morning. If you do have to leave the chair for a week or so put up fully charged and charge once a week overnight. If you put the chair in storage again disconnect the batteries from the chair and store with a full charge. Hope this helps you

I have a Rascal Turnabout power chair and most of the time when I try to take off or turn it will not move and the lights start flashing.They will flash 3 times then slight delay and flash 4 times...

The Rascal Turnabout model 312 power chair has VR2 electronics made by Penny and Giles Drive Technology. The VR2 electronics will give you a flash code to indicate the problem with the power chair.
Based on what you are describing, you have a right motor fault.
This means there is a problem in the motor, the wiring, or the connections to the motor.

Let's take each of these in turn.
To make the checks on the various components, you need to remove the seating system.
Unplug the joystick cable leading to the base.
Remove the seating system from the base using the release lever and 1 or 2 people to lift it off the seat post and onto the ground.
Remove the cover from the base.
Check all the electrical connections in the base and make sure they are tight and pushed together making good contact.
Your power problem may be related to the batteries so you can check them while you are in the base. If your 2, U-1 batteries are more than 1 year old and test bad or weak replace them with new batteries. You can have them tested where you buy new ones or find someone with a load tester and you can test them yourself.
If all the electrical connections are tight, or if one of the connections was loose and the contact had backed out of the connector, fix it and you are home free. Test by scooting the seating system over on the floor and plugging in the joystick to test.
If you still have a fault code, find the wiring leading to the right motor. ( You should also check the left motor while you're under the hood because sometimes with mid wheel drive chairs the fault code is reversed when the motors are plugged in the controller). If you have a voltmeter, you can check out the motor. Unplug the motor at the connector. These motors may have 2 different style plugs that will release when you press the plastic lever and wiggle the plug out. Check it at the controller for good contact.
The plug should have 2 large wires for the motor and 2 smaller wires for the brake. The brake should read between 40 to 60 ohms and the motor should read between 0 and 1.5 ohms. If either of these is out of factory spec, replace the motor/brake assembly. If the gearbox is noisy or leaking, replace the motor/brake/gearbox assembly.
With that being said, you need to check and replace the batteries first if they are weak or bad.
If you are handy or know a good mechanic the assembly can be changed in 2 hours including testing and diagnosis,removal and replacement of the assembly.
