Although you do not need office to install Front Page, It is highly recommended.

You do, however, need to have all of your UPDATES installed before you install it.
Please make sure you have SP1, SP2 and SP3 installed.

Make sure that you have MS Office installed on your computer before trying to install Frontpage 2003. Frontpage will not work as a stand-alone program and when you install it on your computer, it will look if you have MS-Ofice installed.

Don't know which version of Ms Office 2003 you are using, but there is a version that has MS-Frontpage 2003 included.
