Question about Toshiba Satellite L455D-S5976 Series Laptop Auto Car Adapter (C1965UM310071E954)
Power cable was damaged and would not charge properly. Bought new power cable and let charge for a couple days. Still will not power up. The light flickers for the power cable indicator but no other lights work either. Should still power up when plugged in even if the battery is junk right?
There is a possibility that if the battery is shorting out it won't hold the charge or let it power up.

Could be a few things:
I'd start with checking the security of the DC jack on the laptop, if it feels loose or sloppy, it is not making good contact with the motherboard and eventually it will spark across the internal terminals and damage the motherboard, needs replacing.
If that seem ok, get a multimeter, set it to DC volts at 20volts and touch the RED probe to the inner part of the ac adaptor plug (the bit that goes into the laptop), and the BLACK to the outside of the plug.
See it gives a constant 20 volts, if not (or the indicator light on the adapter flickers or pulses, then it is most likely a dying adapter (replace this).
If both the above are not the problem, then you have a more serious powerboard problem. Trying it on battery alone and then on mains alone will give some indication which is causing the fault, if both are giving you the cutting off problem, then you will need to have the laptop stripped and checked.

Sounds like you need a power cord - best option is to take the busted cord to The Shack (radio shack) and they have a universal power cord and they will help you match the tip so it fits in the laptop. I've done this for MP3 players and other devices and only costs about 30 bucks. Otherwise you could try hunting ebay or craigslist to find a replacement, or use some electrical tape to hold it in place that it works.
