If it has a coax fitting on the back connect there. If it does not have (means it is a monitor with no tuner) connect with a/v jacks to the correct input (component?) from a box and select that input to use for watching programs----picture will always be better via rear inputs than coax.

(1) Have you selected VGA Output on the Laptop?
Usually there is a Function Key combination like Fn Plus F7 to send output to the external VGA Port, usually depicted by a monitor icon on the F7 Key
(2) If still no input to the TV, check the TV manual for the frequency of the VGA Input.
For Windows XP Sometimes you have to go into
Control Panel / Display / Settings /Advanced then Monitor Tab
& look at the Screen Refresh Rate.
Suggest you try lowering that value till it produces a signal.
Good Luck

when switch ON it blinks 7time blue led - then switch OFF by SELF and blinks 8time blue led. Of-course when it switch off by self the TV swap the led from blue to red but the blinking Blue led is on the Receiver (The switcher on the TV is never blinking)
