The control panel is unresponsive. When I unplug the microwave and plug it back in, it says "Set time of day" for about 30 seconds, but none of the buttons work, then double beeps and all that displays is the colon that is normally between the hour and minute. Any ideas how to fix it?

To lock or unlock the keypad, press and hold the CLEAR pad for 5 seconds. If this recurs, you may have a power line problem or trouble with your controller. If you suspect trouble and it's under warranty, don't hesitate to contatc GE via ge.com. The Keypad is either faulty, or disconnected. Open the case, and remove the screws, holding the outer shell on. Inside, there should be a small board that covers the Keypad. Check to see if there is a ribbon cable, or some other type of connection going from the board to another part of the microwave. If all of the wires are connected, then you will probably need to replace the keypad.

The -SE-error is a shorted keypad.

microwave means you have a shorting keypad / controls.
There's a chance it can come on by itself and run unattended, which can result in a fire.
So until it is repaired,
please leave it unplugged or leave the door
open.
On this model, the keypad is not available as a separate part, so you would have to replace the entire controller assembly.

Is it possible that some
spray cleaner accidentally got into the controls?
Direct spraying of
cleaners on the keypad and steam from the
cooktop can damage the controls.
I always recommend that
you spray non-ammonia
cleaner on a
soft cloth (not a paper towel which can scratch) and gently wipe the
keypad.
And I always recommend
that you use the vent fan whenever you're cooking on the stove
top to keep heat, steam, and
grease out of the controls and door panels.
If it does not dry out
over time, it may need to be manually dried or blown out.
The keypad may be
damaged or worn out, or control unit may be damaged.
There
should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel or hidden behind the grille, which is
very helpful when troubleshooting, testing, and locating
components.

On some models, the membrane keypad is not
available as a separate part, so you would have to order the control
panel frame assembly which comes with a new keypad.
In this case, you simply
move your circuit board into the new frame. That is a simple do-it-yourself
job.
Disconnect the strip as shown in the photo below, then remove the screws that hold your circuit board in the old frame.
Then
carefully (since the display is made of glass) move your
circuit board to the new frame, and reassembly is the reverse of
disassembly.
