99% sure you have a broken flatcable that is going to the upper screen. Only solution is to replace the screen (cable is attached to it and cannot be replaced seperate)

It sounds like the battery is dead. You can order a replacement battery direct from Nintendo at http://store.nintendo.com/webapp/wcs/stores/servlet/ProductDisplay?productId=108205
( times out of 10 here its the battery if by replacing the battery it still does not charge you got a bad charging unit inside the DS and your repair bill will be under $75 bucks to replace the chargin element inside.

Try this if you haven't yet.Take the battery out,read the voltage with a meter,If low your charger is not working.Also if no meter try reinstall batery.Good Luck. DS's are unpredictable,you could not touch it for another month and it will work.
Try removing the motherboard from the screens and attach the battery the green light should turn on and stay on.
Now attach the lower screen and turn on. If the screen is ok the screen and green light will flash and then turn off. (if the screen doesn't flash the bottom screen is you're problem and will have to be replaced)
If this happens the problem is then you're top screen which you will have to replace.
Your DS is either fully charged or the battery got damaged/wet. When you play the DS, is the light red or flash red? If it does, then the problem is with your battery. http://www.nintendo.com/consumer/repair/dslite_repair_home.jsp

My kids did the same thing. What I did to get it to work was to push back on the top and hold it turn it on. If it comes on then turns off after you let it go get 2 rubber bands and put the 1st. one on the top left down to the bottom right. The 2nd. one goes from the top right right to the bottom left. Then keep turning it on while moving the top to find the sweet spot.
