How old is the heater?
When was the last time it worked correctly?
Does the pool reach the set point? If not, how close does it get?How long will the heater run (hours)?

If you have access to a large enough solar system, then as long as there is sufficient power from the inverter, it will work as the UPS will consider it is being powered by a mains source.
The amount of power you will need from the SS will directly depend on how much load you have on your UPS.
Remember that you will need enough power from the SS to drive the
1) UPS electronics
2) UPS battery charger
3) Load items
If you haven't done so already,if it is battery operated then try new battery. If it is dual power and uses a/c also then make sure you have power to the unit. Try to remove front or back cover and see if you can find a fuse. If none of the above works then I think you need to replace the control. Thank you.
These pool heaters have a very helpful and easy to follow chart in their users manual for problems such as this one. There are questions that you will need to answer that you cant answer unless you are looking at the heater. Below is a pdf version of the manual.

According to the manual I have, that is a site wiring fault. It means that there is no ground on your AC line coming into the unit.
