No it cannot. If you want that buy a Ranger or a Galaxy.
The 29 can be altered to increase modulation and turned down in power to match it to amp for increased output of power.
Set to dead key a watt or so with a 100 watt amp it would dead key low and swing to 80 to 100 watts pep.(peak envelope power)
Technically, YES! The Cobra 29 Sound Tracker "COULD" be converted to 10 meter Ham radio but why bother? The cost to have someone do it would be greater than the value of the radio. Beside that, Most communications on 10 meters are on Single Sideband and CW modes. The 29 Sound Tracker doesn't have either of those modes.

These radios are constructed in a cheap way, not that they are bad radios, but the manufactures try to keep expenses down and the quality sometimes suffers. The problem may never show up but then there is a radio that just drew the luck and got the weak part.
The off and on switch controls the B+ line to the whole radio with a few parts placed before the switch. These parts prevent or limit the reverse polarity damage if the radio is hooked up "backwards". If it is a good design it works but cheapened line radios are not likely to prevent this.
The switch itself could be "welded" in an on state and I would suspect that the polarity diode is fused with possible addition of a filter capacitor. I cannot say anymore as I do not have the radio in front of me.

1.
Remove bottom cover from radio.
2.
On the main PCB, locate J33. (See diagram above)
3.
Locate wires on pins marked "P5" (yellow) & "P6" (grey).
4.
Cut wire on "P5" (yellow) and install a SPST switch in line.
5.
Cut wire on "P6" (grey) and install a SPST switch in line.
NOTE:
By using two of the function switches available on the radio will eliminate the need for two new switches to be installed and mounted.

Do you hear static when you turn on weather? If so there are just none in range of you. There are not weather radio stations everywhere. You would not use a dual band antenna on any CB. Only an antenna designed for the 11 meter band. Which is the 27mhz CB radio band.
You can go here and see if you have NOAA All hazards weather radio coverage in your area.
If the CB radio is working otherwise it is most likely that there is just not a NOAA transmitter near you.
