Print heads need to be cleaned cause they are clogged which is why even replacing the cartridges is not fixing the problem.
If the printhead can't be cleaned then a new printer is in order.

Any error messages on the printer digital screen or the desktop? I take it the "The ink is fine" means that there is ink in the cartridges!
Try a test print via the Control Panel> Printers and Faxes> properties > Print test page.

I also have the OfficeJet 6500 and had the same problem. The black text was printing using a mix of colored inks instead of the black ink, resulting in a grey, fuzzy text. I finally found a solution. In each application under Page Setup, there is an option called "Format for". Mine had been set to "Any Printer". I changed that to "Officejet 6500 E709n [830E4A]" and now it prints the black just fine. I have a Mac running 10.4.11. Hope this helps.

Error 5200: Start with printer powered off
1. Open cover of printer and verify that the ink cartridge carriage is not in the center of the printer. Leave cover open.
2. Unplug the electrical cord from the printer and wait 30 seconds.
3. Plug electrical cord back in, when ink cartridge carriage moves to the center of the printer quickly unplug the electrical cord again. This should leave the ink cartridge carriage in the center of the printer so you can get to it.
4. Lift up the gray arm that surrounds the ink cartridges.
5. Remove the entire ink cartridge holder (not just the ink cartridges). It will lift out easily as a unit. Lower the gray arm that you lifted to remove the cartridge holder.
