and you put it on "Ohm", you can mesure the resistance of the element. When the element has gone, the resistance will be very high. When the resistence is around 25 Ohms, the element is ok.
I think, you need to look at the thermostat.

it could have a burned off terminal on the element(not likely as you saw them during new element install) or it could be a defective relay on the control board where you set the oven temperature,one side of the element is always at 120 volts from the power cord,the other side of the element is controlled on and off by the control board
I have the same problem, I took off the back panel and noticed that the EOC (electronic oven control) board is blackened and most likley need to be replaced. My wife was cooking a pizza and she smelled a burning plastic smell, she looked in the oven and saw the pizza on fire and smoke bellowing from the control panel area. So i unplugged the oven and saw the circuit board did start on fire and fortunatly it went out before serious damage. No matter what you set the oven on the display shows it as being correct, but only the top element comes on and it is on HIGH!!!! DO NOT BUY FRIDGIDAIRE!!!!
The top element normally operates only when you turn the temperature control all the up to the broil setting as it is the broiling element. If it doesn't work at the broil setting, suspect a bad brioler element or a faulty temperature control.
It is most likely the pop came from a relay on the control board if the elements checked ok but not getting power to them. This is fairly common on fridgidaire ranges. Replace the oven control. Usually the control overlay is sold as a separate piece.
