Sounds like a lose or burnt charge terminal. Fixing would require disassembling the laptop and resoldering the loose or broken connections. You might want to try a different AC adapter first.

hi.. unfortunately i've seen many cases like this and it looks as if from what you are describing that your laptop is fried if there is no boot up at all.. how old is you laptop and what brand is it?
remove the battery and see it the power comes on, if so bad battery, check the connector where the power plugs into the laptop, sometime this breaks or has a cold solder joint, you can test this by wiggling and looking to see if the power lights up. last and worst case is a bad main board.
