it sounds like a b+ cap going bad and is intermittant that feeds the the video drivers on the crt pcb or the crt is shorting. I have seen intermittant shorts in crt before.

These are called retrace lines they occur because of the blanking pulse not turning off the electron guns in the picture tube during the retrace period. Since this is occuring with the red gun there may be a proble with the video circuitry connected to the red electron gun of the picture tube. This would include the red amp and the red driver transistors. You will need a schematic and a multimeter to properly test these items.

ur AC fuse might be burn out or SMPS (power supply unit) might be damage. to check the first case, open the cabinet and locate for the fuse following the AC cable. if it burns out change it else take it to a authorized service man.
